Search for which oven rack is hottest and you'll get both answers with equal confidence. Some sources say heat rises so the top is hottest. Others say the element is at the bottom so the bottom is hottest. It's an unusually persistent disagreement for something so basic.
They're both right, and the reason they're both right is the useful part.
An Oven Gives You Two Kinds of Heat
Radiant heat comes directly off the heating element as infrared energy, and it drops off sharply with distance. In most home ovens the element sits at the bottom, so a pan on the lower rack is receiving considerably more of it than one on the top.
Convected heat is the hot air filling the cavity. That air rises, so the ambient temperature near the top of the oven runs warmer than near the bottom — and the top rack is also closest to the broiler element.
So "which rack is hotter" has no single answer, because the two racks are hotter in different ways. The bottom delivers more heat into the base of the pan. The top surrounds food with hotter air and browns its surface faster. Once you frame it that way, rack choice stops being folklore and becomes a straightforward question: which surface of this food needs the most heat?

The failure mode each position prevents is easier to remember than the rule. Pizza on the top rack gives you a soggy base with a browned top. A cake on the bottom rack gives you a dark, dense bottom before the middle sets. A gratin in the middle never develops its crust.
Using Two Racks at Once
Two dishes on two racks is where rack position starts mattering more than it usually does, because now the dishes are also affecting each other.
- Offset them. Don't stack one pan directly above the other — the upper pan blocks heat and airflow to the lower one. Push one to the left and one to the right.
- Leave an inch. Air needs to move around the pans and between them and the oven walls.
- Use racks 2 and 4 (counting from the bottom in a five-slot oven), rather than the extreme top and bottom, so neither dish sits in the harshest position.
- Swap at halftime. Trade the racks' positions and rotate each pan 180° at the midpoint. This is the single most effective thing you can do about oven unevenness.
- Give the higher-temperature dish the rack that matches its need — bottom if it needs a crisp base, top if it needs a browned surface.

Convection Changes the Question
A convection fan circulates the air, which flattens the temperature difference between shelves. That's precisely why convection is the better setting when you're using more than one rack — it's closer to the point of the feature than the faster cooking people usually associate with it.
It doesn't eliminate hot spots, though, so rotating pans partway through remains worth doing. And the usual conversion still applies: reduce the temperature by about 25°F when switching a conventional recipe to convection, and start checking early. Every Oven Has a Hot Side
